Information on a potential justice center:
Over the last four years, multiple steps have been taken to determine the needs and feasibility for a justice center that can house Raymore Police, Dispatch, Municipal Court and Emergency Management operations, including a personnel study, a space needs analysis and the purchase of land for the site at 58 Highway and Pine Street.
In the coming months, Raymore residents will be invited to provide input on the future project with town halls, surveys, focus groups and other opportunities for sharing ideas.
If approved by the City Council, the justice center project would be placed on a future ballot as a bond issue.
Currently, Raymore Police, Dispatch and Emergency Management operations are housed in the lower level of Raymore City Hall, and Court is in the upper level of City Hall.
Provide input at an upcoming engagement session on the potential justice center:
Wednesday, May 27, 6-8 p.m. at Raymore City Hall Council Chambers, 100 Municipal Cir.
Join City staff and representatives from PGAV Architects to discuss the possibility of a justice center, view project presentations, tour the current Police Department and engage in small group discussions about the site, traffic, financial information and the needs of Police, Court and Emergency Management. Resident feedback will be recorded at this session and used to guide decisions and design elements.
Thursday, June 18, 6-8 p.m. at Raymore City Hall Council Chambers, 100 Municipal Cir.
At this session, residents will view the initial renderings of what the inside of the building could look like and view the challenges of designing the exteriors.
PROJECT TIMELINE
April 28-29, 2026:

Assistant City Manager Ryan Murdock, Police Chief Jim Wilson, Capt. Joe German and other staff members met with the team from PGAV and MWL to discuss the limitations of the current Police Department space and detail the needs for a future justice center.

The building team toured the current facility and met at the City owned property at 58 highway and Pine St. to discuss the potential for the site.

During our workshop, the architects met individually with staff members from Police Department divisions of records, communications, evidence and administration and Emergency Management and Court to gain a full understanding and scope of work and what would be needed in a new facility to maximize its effectiveness for the residents of Raymore.

Detailed discussions on how the building could best serve our residents were the focus of day two and included not only discussions about the building but the need for the building to work within the existing S-curve and be an anchor for the area, something residents will be proud of.

Additionally, there was significant discussion on the site itself, how to maintain the tree buffer around the building for residents nearby, while also maximizing safety for the facility itself.
- The City and architects recognize the importance of involving the public in this initial phase of the project. There will be two public engagement sessions to learn about this project and ultimately to give feedback on how this building should work for residents. The first is on May 27 from 6-8pm at City Hall in the City Council Chambers and the second will be June 18, also from 6-8pm at City Hall.
April 24, 2026: Assistant City Manager Ryan Murdock and Chief Jim Wilson met with representatives from PGAV Architects and MWL Architects for the kick-off meeting for the conceptual design of a future justice center that would house Police, Dispatch, Court and Emergency Management operations.
- The meeting's central focus included site development, Police Department needs and an emphasis on designing for growth.
- The team laid out goals for the project and set the schedule for an upcoming workshop with staff and the design team to be held on April 28-29.
- Multiple community engagement sessions were discussed, which may include surveys, on-site town halls, workshops/charettes or a combination of these ideas.
- The total project timeline was discussed and project markers will be detailed during the workshop April 28-29.
- The PGAV team will tour Raymore's current facilities and the proposed site of the Raymore Justice Center to continue to gain insights of the needs of the community.
April 13, 2026: City Council approved the contract for conceptual design services for a future justice center with PGAV Architects.
