Public Nuisances 

Public nuisances are defined by Section 545.445 of the Property Maintenance Code. Issues declared to be nuisances are subject to the enforcement provisions of the Property Maintenance Code by the city's Code Enforcement Officer. Nuisances generally include all acts, conditions, accumulations, circumstances, or similar that are considered to interfere with be detrimental to the rights of the general public, or negatively impact the health, safety and welfare of the citizens of Raymore.

Violations

Nuisances are subject to the enforcement provisions of the Property Maintenance Code, including the noticing of violations by the City, abatement of violations of the Code and collection of fees, and/or the issuance of written citations. All property owners are responsible for maintaining their properties in compliance with the Property Maintenance Code, and other relevant adopted Codes of the city. 

Abatement of Violations

Once proper notice has been given, and if the property owner fails to correct the violation, the City may choose to abate the violation, and bill the property owner for the costs of services, plus an administrative fee. Unpaid bills shall be placed as a special assessment on the property annually. 

Weeds and tall overgrown grasses are regulated by Section 545.410 of the Property Maintenance Code, unless specifically exempted. 

No person shall permit or maintain any growth of weeds, grasses or lawns

• over eight (8) inches in height for any developed property or
• twelve (12) inches for undeveloped property, measured from the ground surface.

A violation may also exist if there is any vegetation which is noxious or poisonous to the touch, such as poison ivy, poison oak or poison sumac. Other types of vegetation, such as vines, saplings or shrubs, may also be a violation if they exceed twelve (12) inches in height and are clearly uncultivated, unmaintained, or interfere the public rights of ways. 

 All property owners are responsible for maintaining yards, weeds and grasses on their private property. 

Trash and debris accumulations are defined as nuisances under Section 545.445 of the Property Maintenance Code. The dumping or scattering of the following items is generally prohibited and determined to be a nuisance in the City of Raymore.

Signage is regulated by Section 435 of the Unified Development Code. 

Signs are not permitted to be placed in any public right-of-way. This includes the "common area" between the street and sidewalk and in street medians. Typically, right-of-way extends 1 foot beyond the back edge of the public sidewalk. Signs should not be displayed so they impede traffic visibility in any way, including encroachment into the sight-triangle. Signs placed without a permit, or in non-conformance with the Code will be removed and disposed of. 

Be sure to acquire permission from the adjacent property owner before putting any signs on the property, and contact the Development Services Department at (816)331-1803 to obtain a sign permit. 

Inoperable vehicles are regulated by Section 545.445 of the Property Maintenance Code. Only vehicles parked wholly on private property are subject to the regulations of the Property Maintenance Code. Vehicles parked on the street within the public right-of-way are subject to the enforcement of the Raymore Police Department.
