The City of Raymore does it again–and again: Two prestigious finance awards, two decades-long winning streaks

Post Date:04/17/2026 1:53 PM

RAYMORE, MO – The City of Raymore has received two prestigious awards from the Government Finance Officers Association of the United States and Canada (GFOA) for its budget presentation and financial reporting.

“ Year after year, our Finance team demonstrates an exceptional level of dedication and precision,” City Manager Jim Feuerborn said. “But beyond the awards, what this team does is a true reflection of their commitment to excellence. Sound budgeting and transparent financial reporting aren’t just best practices, they are the foundation of everything we do for our citizens.”

GFOA awarded the City the Distinguished Budget Award for the 22nd year in a row for the fiscal year 2025 budget. This award is the highest form of recognition in governmental budgeting. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.

In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, a financial plan, an operations guide and a communications device. Budget documents must be rated proficient in all four categories and in the 14 mandatory criteria within those categories to receive the award.

And for the 15th consecutive year, GFOA has awarded the Certificate of Achievement for Excellence in Financial Reporting to the City of Raymore for its annual comprehensive financial report for the fiscal year ended October 31, 2024. The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report.

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The Finance Department, led by Finance Director Elisa Williams, manages the day-to-day financial operations of the City and directs the City’s overall financial planning, accounting, budgeting and cash/debt management.
