CHAPTER 250: - PARK AND PUBLIC PROPERTY REGULATIONS

SECTION 250.005: - DEFINITIONS
As used in this Chapter, the following terms shall have these prescribed meanings:
DIRECTOR: The Director of Parks and Recreation.
LICENSE: Any private reservation for use of park lands and facilities.
MOTOR VEHICLE: Any wheeled conveyance, whether self-propelled, drawn or towed.
PARK AMENITY(IES): Any building, structure, bridge, park improvement, amenity, equipment or other such public property and appurtenances in a park.
PRIVILEGE: Any opportunity to enroll and participate in a scheduled recreation program, attend or observe a scheduled recreation program, volunteer for a scheduled recreation program or otherwise involve oneself in a scheduled recreation program held in a City park or City facility.
PUBLIC AGENCY PERSONNEL: Any full-time, part-time or volunteer personnel charged with the responsibility for overseeing organizing, maintaining or assisting the agency in the care and custody of the property, whether on duty or off duty.
PUBLIC PARK: Any property or recreational facility owned or used by the City for recreational purposes and designated for such purposes by the City Council.
PUBLIC PROPERTY/FACILITIES: Any land and facility(ies) owned by a public agency including, but not limited to, the City, school district, library and fire district.

SECTION 250.010: - SUSPENSION OF PRIVILEGES TO USE PUBLIC PARKS
The Parks and Recreation Board may suspend, forfeit, cancel or revoke any license or privilege or may refuse to grant the same for a period not to exceed one (1) year after the violation. The decision of the Board shall be final unless appealed to the City Council on or before the fourteenth (14th) business day following the day notice of such decision is given. The appeal shall be filed with the City Clerk and shall substantially set forth the grievance of the party appealing and shall be heard and determined, unless taken under advisement, at the next regular meeting of the City Council.

SECTION 250.015: - POLICE DEPARTMENT AUTHORITY
It shall be the duty of the Police Department to assist public agency personnel in the enforcement of this Chapter.

SECTION 250.020: - TIME PUBLIC PARKS OPEN AND CLOSED TO PUBLIC
The operating hours at Hawk Ridge Park shall be dawn to dusk and the hours at all other public parks shall be dawn to 11 p,m. The general public is prohibited from using the parks of the City of Raymore during other hours, except with the written permission of the Parks and Recreation Board.

SECTION 250.025: - TRAFFIC REGULATIONS IN THE PUBLIC PARKS OF THE CITY OF RAYMORE
It shall be unlawful for any person in any park to:
1. Fail to obey any posted traffic sign.
2. Ride or drive any motor vehicle in excess of the posted speed limit of ten (10) miles per hour on all roads and streets in the public parks of the City of Raymore that are opened for travel by such vehicles.
3. Ride or drive any motor vehicle on any park property except paved roads, paved parking areas and such other park areas as may be designated by the Director of Parks and Recreation.
4. Park any motor vehicle anywhere other than paved parking areas and other such park areas as may be designated by the Director of Parks and Recreation.
5. Fail to obey any park employee or Police Officer authorized to direct traffic within a park by the Director of Parks and Recreation to control vehicular traffic within such park.

SECTION 250.030: - ALCOHOLIC BEVERAGES NOT PERMITTED
No person shall possess any alcoholic beverage in any City of Raymore Park nor carry, transport, or otherwise bring any alcoholic beverage into any City of Raymore Park except during the time periods authorized by the City Council in its approval in the form of a resolution and only when served or dispensed by a licensed concessionaire.

SECTION 250.035: - RESERVED
Editor's note — Ord. No. 29151, § 1, adopted Dec. 14, 2009, repealed § 250.035. Former § 250.035 pertained to firearms prohibited and derived from Ord. No. 28066, § 1, adopted July 28, 2008.

SECTION 250.040: - ANIMAL REGULATIONS IN PUBLIC PARKS
It shall be unlawful for any person to:
1. Allow any horse, horses, mule, mules, ass, asses, goat, goats, sheep, swine, cow or cattle to be in the parks of the City of Raymore without the written permission of the Park Board.
2. Allow dogs to enter public parks without a proper license issued by the City of Raymore or other appropriate issuing agency.
3. Allow dogs to enter public parks without being under the control of their owner except as permitted in areas signed as off-leash permitted.

SECTION 250.050: - GO-CARTS, ATVS, MINI-BIKES, GOLF CARTS PROHIBITED IN PUBLIC PARKS
All go-carts, all-terrain vehicles (ATVs), golf carts, mini-bikes and other such electric or gas powered personal conveyance machines or other vehicles commonly known or described to fit the definition are prohibited to be in the parks without the written permission of the Parks and Recreation Board.

SECTION 250.055: - ROLLER SKATING, BICYCLING, SKATEBOARDING PROHIBITED EXCEPT IN DESIGNATED AREAS
It shall be unlawful for any person upon roller skates, bicycles or skateboards or riding in or by means of any coaster, toy vehicle or similar device to interfere with the intended use of sidewalks, parking lots, playing court areas, public facilities or other such public properties. Skateboards and other similar devices are permitted to be used in areas specifically designed for such recreational purpose and posted that such activity is permitted.

SECTION 250.060: - MODEL AIRPLANES AND REMOTE CONTROL VEHICLES
It shall be unlawful for any model airplane or remote control vehicle in public parks, playing areas, public facilities or on other public properties. Model airplanes and remote control vehicles are permitted to be used in areas specifically designed for such recreational purpose and posted that such activity is permitted.

SECTION 250.070: - BUSINESS ACTIVITIES PROHIBITED IN PUBLIC PARKS
No person shall expose or offer for sale any article, object, service or training, nor shall he/she station or place any stand, cart or vehicle for the transportation or sale or display of any such article or object. This Section shall not apply to duly licensed concessions acting by authority of the Parks and Recreation Board.

SECTION 250.080: - HUNTING PROHIBITED
It shall be unlawful for any person to hunt, shoot, kill, trap, injure, pursue or molest in any way any bird or animal on or within a City park or other public property without the written permission of the governing board charged with the care and custody of said property.

SECTION 250.085: - OVERNIGHT CAMPING PERMITTED WITH PERMIT ONLY
It shall be unlawful for any person to camp on public property without the written permission of the governing body charged with the care and custody of such property. Overnight camping is permitted in the public park areas set aside specifically for organized youth groups by permit only.

SECTION 250.090: - OPEN BURNING PROHIBITED ON PUBLIC PROPERTY
No bonfire or other open burnings will be permitted on public property except in public park areas designated by the Parks and Recreation Board and with special permission of said Parks and Recreation Board.

SECTION 250.100: - PUBLIC PROPERTY RULES AND REGULATIONS — GENERALLY
The following rules and regulations shall apply in the public properties:
1. The City of Raymore shall not be held liable for injuries or damage incurred by any individuals or groups using park property for a purpose in violation with this Chapter.
2. Users shall obey all permanent and temporary boundaries erected by the department charged with care and custody of such property (i.e. maintenance or improvement reasons).
3. No obstacles shall be placed on the property without specific permission of the governing body charged with care and custody of the property (i.e. tires, barriers, structures or equipment).
4. No golfing shall be permitted.
5. No climbing on buildings or structures not intended for this purpose (i.e. concession stand, baseball backstops, restrooms, shelters, public facilities, etc.).
6. No bathing, swimming or ice skating permitted in pond and lakes located on public property without specific permission of the governing body charged with care and custody of the property.
7. The City of Raymore shall not be responsible or liable for personal or organizational items left in the concession stand or the parks (the users shall resume all responsibility).
8. The City of Raymore shall not be responsible or liable for injuries incurred during use of public parks or public properties (the users shall resume all responsibility).
9. During a time of inclement weather or marginal playing conditions, park users shall consider the safety of participants and possible damage of Raymore parks before conducting any game or practice on Raymore park property.
10. Park users agree to abide by the decisions of the Raymore City staff to cancel events or activities or to close the parks due to unsafe conditions or activities which may be destructive to the Raymore park facilities due to extenuating circumstances.
11. The Raymore Parks and Recreation Board may recommend, and the City Council may approve, written agreements with organizations pertaining to the use of park land and facilities by uniquely qualified not-for-profit organizations.

SECTION 250.110: - FISHING ACTIVITIES — CATCH LIMITS
Fishing without a proper license is prohibited. Fishing activities shall be limited; limitations including but not limited to number, type and length of fish which may be caught may be posted and shall be available for inspection at the Parks office.

SECTION 250.120: - BOATS, WATERCRAFT, AND PERSONAL FLOTATION DEVICES PROHIBITED
All boats, watercraft, and personal flotation devices are prohibited from water features located on public property.

SECTIONS 250.130—250.290: - RESERVED
SECTION 250.300: - PUBLIC PARK RULES AND REGULATIONS — PLAYGROUNDS
Equipment shall be used by the age group and in the manner for which it was designed. Use of playground equipment shall be at the patron's risk. Adult supervision is recommended.

SECTION 250.350: - PUBLIC PARK RULES AND REGULATIONS — TRAILS
Trail users shall follow standard trail etiquette when using the trails:
1. Share the trail. Ride, walk or run on the right, pass on the left.
2. Stay on the trail. Creating your own trail or cutting switchbacks creates erosion, damages habitat and causes new trails which cannot be maintained.
3. Bicyclists yield to runners and walkers. Keep your bike under control and at a safe speed.
4. Downhill traffic should yield to uphill traffic. When in doubt, give the other user the right of way.
5. Use unpaved trails only when they are dry, not muddy or wet, to avoid leaving ruts or prints.
6. Issue a verbal warning when you are planning to pass other trail users.

SECTION 250.400: - PUBLIC PARK RULES AND REGULATIONS — SKATE PARK
A. The skate park is designed for skate boards, inline skates and roller skates only.
B. Planned to be an unsupervised facility, the skate park is a skate-at-your-own-risk facility. Children under eight (8) years of age should be supervised by an adult.
C. Use of protective gear is encouraged.
D. Prohibited are glass containers, loud music, disorderly behavior and motorized vehicles.
E. Food and beverage consumption and possession are prohibited from the skate surface including concrete areas surrounding the skate park.
F. The addition of ramps, jumps and other obstacles are not allowed. The removal or relocation of park appurtenances is not permitted.
G. The Parks and Recreation Board reserves the right to close the skate park facility or to ask persons to leave the facility for any circumstances deemed necessary.

SECTION 250.500: - PUBLIC PARK RULES AND REGULATIONS — OTHER RECREATIONAL AMENITIES
A. Bicycles, skateboards, inline skates and roller skates are prohibited from tennis and basketball courts.
B. Court use is at the patron's risk.
C. Scheduled recreation programs take priority over drop-in play in all facilities.
