Section 445.030K2a5 of the Raymore Unified Development Code requires the owner of any undeveloped lot within a subdivision phase to construct a sidewalk on that lot when 66% or more of the lots on the same side of the street in the same block already have a sidewalk and it has been 3 years from the date the first Certificate of Occupancy was issued in the subdivision or subdivision phase that contains the undeveloped lo

2017 Program

At its October 9, 2017 meeting City  City Council confirmed that the City will install sidewalk upon the lots listed below.  The City will be commencing construction of the sidewalk on the lots in September of 2018.  If the sidewalk is installed by the property owner, or a building permit is issued to construct a home on the lot, before September 1, 2018 then the City will remove the lot from the list.

2016 Program

On September 26, 2016 City Council held a public hearing on 10 undeveloped lots wherein the property owner failed to install sidewalk as required by August 1, 2016. The purpose of the hearing was to determine if the City is to install sidewalk upon the lot. At the conclusion of the hearing City Council determined the City will install sidewalk upon each lot identified below and levy a special assessment against the lot for the costs thereof.  The City has installed the sidewalk and invoices have been sent.  Any unpaid invoices will result in a special assessment being filed on the property.

2015 Program

On September 14, 2015 City Council held a public hearing on 16 undeveloped lots wherein the property owner failed to install sidewalk as required by August 1, 2015. The purpose of the hearing was to determine if the City is to install sidewalk upon the lot. At the conclusion of the hearing City Council determined the City will install sidewalk upon each lot identified below and levy a special assessment against the lot for the costs thereof. The City installed sidewalk upon five lots and all invoices have been paid.

2014 Program

Lot owners were notified of the requirement and were given until August 1, 2014 to have sidewalk installed. For those lots wherein sidewalk was not installed or a permit had not been issued to construct a home on the lot a public hearing was held on September 13, 2014 and the City Council made a determination for the City to install the sidewalk and levy a special assessment against the lot for the costs thereof. The City's sidewalk contractor commenced installation of sidewalk on the lots on April 1, 2015 with a final completion date of June 18, 2015. Sidewalk was installed (or site work completed) on 45 lots. Invoices were sent to each property owner allowing 30 days for payment. Any invoice that remained unpaid as of March 1, 2016 was submitted to the Cass County Collector to levy a special assessment against the lot for the costs thereof.   Invoices remain unpaid for the lots listed below:
